Vincent has been in the practice of his legal profession for the past 27 years covering diverse fields in civil, commercial, labor, and criminal law. He also underwent extensive experience in corporate rehabilitation. He attended special training in trademarks, patents, and copyrights, and vast experience in government administration and legal officer.

He obtained his A.B. and Law degrees from Xavier University, San Sebastian College, and the University of the Philippines, Cebu and Diliman, Q.C., respectively.

He was also an active member of the academe handling varied law courses like Insurance, Corporation Law, Law on Obligation and Contracts, Business Organizations, Partnership, Credit Transactions, Criminal Law, Criminal Procedure, and Evidence.
